At 9:00 am on the same day, at the public yacht dock in Luhuitou Square, Sanya, the pilot yacht "Haidao" made its maiden voyage after relaxing the passenger quota to 26 people. The Sanya Maritime Safety Administration's patrol boat accompanied the entire voyage. At 10:10, the "Haidao" successfully returned to the dock and completed its maiden voyage smoothly.
Promoting the relaxation of passenger quotas for yachts is an important part of building the Hainan Yacht Reform, Development, and Innovation Pilot Zone. It is of great significance for cultivating new hotspots in yacht tourism consumption in Hainan, stimulating the vitality of business entities, and boosting consumption potential. In order to promote the safe and orderly implementation of the policy of relaxing the passenger quota for yachts in Hainan Free Trade Port, the Maritime Safety Administration of the Ministry of Transport is formulating the "Special Rules for Yacht Technology and Inspection in Hainan Free Trade Port (Provisional)".

In order to promote the pilot work, the Hainan Provincial Department of Transport and the Hainan Maritime Safety Administration have held multiple consultations and selected Sanya City, which has a mature market and a sound management system, as the pilot area for the first voyage. They have also formulated a pilot plan to relax the quota for yacht crew, clarified the specific requirements for the pilot, and provided a reference for the national level to formulate relevant norms and standards, known as the "Hainan experience".
It is reported that in order to ensure the safe and orderly implementation of the first voyage, the Sanya Transportation Bureau, together with the Sanya Maritime Bureau, has guided pilot yachts to develop a "one boat, one policy" safety guarantee plan and organized emergency drills in advance. Next, Hainan will adhere to the principles of safety first, gradual progress, and coordinated supervision, and promote pilot reforms in a steady and orderly manner in steps and stages. We will gradually establish and improve supporting measures for yacht management, and promote the high-quality development of the yacht industry in Hainan Free Trade Port.
